Don't know about a cage? But you could keep a ball healthy in a rubbermaid that is atleast 32qt's. Which sounds like it would be similar to the size you're talking about. The key with balls is that floor space is more important than hight. But the larger the enclosure the more hides you need, they tend to be shy snakes that would rather just hide all day and come out at night. Maybe someone can give you better insight on that.

Usually the measurements they advertise are not the true inside measurements (actual floor space for the snake). Those are the outside measurements. It's been my experience that there is abouta 3-4" difference (less than what they advertise). The dimensions you gave are close to what is commonly quoted as the minimum for a BP; however, taking into account that you will actually have up to 4 less inches each direction, that females can get big - I say go bigger. But I of course like to give my snakes bigger cages with lots of hides for security. I like them to be able to stretch out. That's just me.
