Who did the procedure? If done properly and the glands and ducts were removed you should be at minimal risk. I would continue to treat it as a hot though even if the risk of envenomation is slim that is still an elapid and even the smallest quantity of venom could prove a horrible mess. I have freehandled snakes, but in general like to treat venomoids just as I do my hots. Regeneration should not occur but if the wrong individual messed up the procedure it isn't worth risking your life over. As far as spitting, a spitting cobra may still envenomate without spitting. In fact, I have had hot spitters that were reluctant to spit but I am sure would have knocked me for a loop should they land a fang in me.
