Help with New baby Russians

Any advice is appreciated here. I just bought two russian tortoises-they were said to be about 1 year old-one is about 2 1/2 inches and the other is about 3 1/2 inches-they were kept in a 55 gallon rubbermaid bin-Im thinking that might be too big since they are so tiny-they seem to be very slow-should I put them in a 20 gallon tank until they become more active-it looks like they are shedding alittle also-is this normal
