well, according to some scientists garter snakes and water snakes have venom glands, but they dont have fangs that take venom directly from the venom gland to the prey. the venom just drips down slightly on the teeth. but chances r the worst that could happen to someone who gets bit is some bleeding and minor swelling. turtles wouldnt need venom because they dont have teeth and their beak thing can kill their prey just fine.

i cannot say for sure that this scientist is right, and im sure many would disagree about garter snake venom, but hes done research on them so i would not doubt him right away.
