Turtles can get stressed out when they are moved into a new home so the fact that he isn't eating is a pretty normal reaction. He SHOULD start eating after a couple days of getting used to his new surroundings. Do you know wat kind of painted it is? I find it very odd that someone would tell you that a painted doesn't need water.
