Problem with eating and legs

My son found a turtle on 4/16. We are pretty sure it is a Painted Turtle. It only measures 1 1/2 to 2 inches from head to tail. It looks like the yolk sac is still drying up. We have it in a 5 gallon aguarium that we have on a slope so he can get into and out of the water easily. We already have a RES so we know about the lights for basking and UV. The problem is we can not get him to eat anything. We have tried worms (all), we have tried carrots , and pellets. The other problem is he does not use his back legs, he just drags them. Is any of this normal for such a young turtle? Help
