Baby Side-Blotched Lizard

I caught a baby Side-blotched lizard. It's only an inch. Tiny. What should he be eating. I have 2 baby crickets in the cage with him, but he doesnt seem to be interested (too big probably). I'm also wondering what are the laws in Arizona about keeping wild lizards/snakes. I know you can't sell them. But is it legal to keep one or two of a species. Or do you need a certain licence?
