Get them to mate?

Hi,

I have a male and a female eastern painted and have been wishing that they'd mate for some time now. Problem is, I didn't give them a cooling period during the winter (I live in Houston, TX and brought them indoors and brought them out again around February) and the female seems to be repulsing all the male's advances. I've felt her hips region under her shell and not noticed any bumps hinting presence of eggs. Could it simply be the hot weather that's killing their mood? They don't have access to a land spot, only a basking branch, since I only wanted to provide her with substrate if she's pregnant. Anyone have hints on how to make them get busy? Thanks.
