I don't agree that he should be bigger -- bigger is not better when raising torts!!! The reason the tort has some pyramiding is b/c he's being fed too much and growing too fast.
My redfoot is super healthy and he is 6" long at 9 years! His shell is not 100% smooth, but it's pretty good and I'm proud of it (I've had him since he was a hatchling). It should take 20 years or more to get to a foot. Slower is better. It is hard not to want to feed them a ton every day, but it's really important!
