My russian tortoises will mate anytime from March to October, but only lay eggs in April to June. So not every successful mating leads to eggs.

Wait about 3-4 weeks, and if the female starts pacing around the enclosure, acting aggressively toward other tortoises, and digging test holes, then she may be ready to nest.
