As someone who has worked for a vet and seen this happen... Unfortunatly if it was an easy fix the vet would have told you this. Most vets are not going to risk you animals life with anesthesia unless absolutly neccisary. Vets are not out there just to take your money for no reason. Get the surgery. Imaction or inflamation is VERY life threatening and can lead to a slow and agonizing death. If its an infflamation there are a few things likeley. Impaction, tumor, or disease. Impaction is bad for obvious reasons, the intestines is inlfamed and can die leading to necrotic tissue and death. A tumor if not removed and left to grow may lead to the same thing. Many cancerous tumors if removed completely and gotten in time will not re-appear. As far as disease, I am not sure if Torts can get IBD (Infflamatory Bowel Disease) but that could be a cause too.
