And if so, is it possible to keep them out year around if they have a heat regulated house, or is it still necessary to keep them inside in the 'winter' we never have.

I'm way down south, about an hour in between both San Diego, and Los Angeles, so the weather is pretty warm most of the year, and we get VERY little rain.
