I'd definitely recommend african dwarf frogs. I've only kept them in aquariums, and have never seen them fight with the fish for any reason. Provided your fish are fast enough, you could also try a fiddler crab. Beware, however, that crabs may try to catch slower fish, but this could be alleviated with daily sinking pellets and meaty foods.
