Most baby frillies don’t take well to stress AT ALL. Some go through a stage called "sulking" where they pretty much zone out and don’t pay any attention to you, food, other animals, Etc. He is most likely imported, so he probably developed this condition from the shipment(s) here. It’s possible he hasn’t eaten since he was home in Indonesia. The stress is just too great for him.



Try covering his cage with a sheet, so he can’t see anything out side of his cage. Don’t handle him unless you have to, and take him to the vet ASAP to correct any other problems. The vet may recommend tube feeding him A/D, which is a specialty diet that will replenish him.



Once he comes around, he will be an awesome pet,
