Help! Black crispy heater residue...

Over the past two months my heater has slowly been covered in a crispy brown almost fury feeling brown residue. It's kinda weird, and today while cleaning out the cage I had to use a razor blade to get it off. It seems like it's possible that it's burnt algae. It's also quite thick, but doesn't seem to have much affect on the turtle herself.
