$150 for a hatchling rainbow boa is a good price, most I have seen are closer to $250 this year. Rainbow boas can be a bit difficult to keep, mostly due to the high humidity they need, especialy as youngsters. If you keep an eye on that, they thrive quite well. Babies are also pretty nippy but they do grow out of it especially with regular handling. It is deffinitely a good ideal to grow them out of nipping as soon as possible, as they get better, the bites do get harder.

I have a three year old female brazilain rainbow and a 4 year old male right now. Great snakes, the female is a great eater, the male hasn't eaten for me yet but I have only had him for a little less than three weeks, so he could still be accomudating to his new home.

The 15 gal probably be fine till the snake is about equal it's length, then a larger cage will be needed. Brazilians do like a bit of climbing room as well, though it isn't necessary. Deffinitely do all the research on them you can find online.

I probably wouldn't recommend a brazilian as a beginner's pet but if you are prepared to make sure humidity is good etc, they are easy to keep. I didn't have any troubles with me, a couple bad sheds, mostly in winter when the apartment humidity dropped to about 15% and I didn't notice she was in shed cycle early enough to add extra mistings, but other than that, never had any problems with her.

Below are pictures of my pair.

and the male I picked up recently:
