Try slipping just the tip of the syringe in between the lips and easing it in.

If you can feed the dragon something it likes, you might be able to sneak the meds in while its chewing.

Others have had success using a spatula (but don't use it for people/in the kitchen after!) to get the mouth open. Just be careful...you don't want to damage the mouth.
