Hey there,
to answer your question simply, the answer is no.

Now the more complicated answer. It COULD be done if you A) had an enormous cage (60 gallon or bigger) B) plenty of hiding places or sight breaks where the HL could "escape" from its cage-mates, C) be a lizard of comparable or smaller size.

If you can provide these things, Side-Blotched Lizards, Banded Geckos, Tree Lizards (Urosaurus), small Fence lizards or lizards of that sort. Horned Lizards don't like other lizards as a rule though. Anything too big will send your lizard into a fit of defensive tactics, most notably "the sheild" (they flatten themselves like a pancake and move the broad side of the body toward the aggressor lizard. This is very stressful for them, and I have had HLs go off feed when caged with other lizards. They really aren't very good community lizards, but should you still want to try, watch intently for stress behavior. Remove the other lizards if this is a problem. Hope I helped.
