Budgett Frog Not Eating...

Hello everyone!
I am having some problems with my budgetts frog. I have had him about 2 months, and, as far as I know, he has only eaten 1 goldfish and 2 earthworms! I cannot figure out what's wrong. I have kept them before with no apparent problems, this one just stumps me.

He is quite large, about 2.5" long and wide ( /-). He is in a 10 gallon tank, actually one that is half as tall, and has river gravel for a substrate (I know there is a chance for accidental impaction here, but I hand feed all of them, very carefully and I watch them eat) along with anacris (it is an aquairium plant, looks sort of like mini kelp) and some fancy petrified wood/rock fish tank rocks. The water is about 2.5-3" deep and it is about 80F.

I had a incandescent aquarium hood on it, but he seemed to get a little "dry" on top so I switched it off for a UVB flourescent light. The water temp went down a little 78F maybe, but still nothing! Anyone have any thoughts? I wondered about brumation, but I have never needed to put a frog through it before, and several sources have told me that is is not necessary. Isn't it a little late in the year for that at this point?
