If they were underwater for a long period of time then they aren't any good.
The eggs do drown underwater. Aquatic turtles in the wild come out of the water to lay their eggs, they only lay them in water if there is no choice.
If there are any more eggs to come you need to create a nest box for the female so that she can bury her eggs in soil.. then if you want them to hatch you would have to incubate them.
