All non-protected species should be on the "White List" so everyone has access to these species and can commerce in them. If the concern is the over harvest of certain species then bag limits should be put in place. What is so hard to understand about that? In addition, to go a step further all Threatened and Endangered species should be allowed to be maintained and bred by qualified people in the private sector. Yes, putting one salamander on the list is wrong. All salamanders that are not protected should be allowed to be harvested, bred and sold in captivity but if there is an over collecting concern then bag limits should be put in place rather than banning ALL commercial activity.
