As I understand it, the spirit of the law is simply to let the shipper know when they are carrying something potentially dangerous. So as long as you aren't shipping hots,...who cares.

If anything goes wrong, and trust me eventually it will, it's a lot nicer being able to call Fedex and be honest about what is in the box. You will get a much quicker response when they realize you are dealing with a live animal. The sneaky route just isn't worth it in the end, especially when it is SO easy to get certified and have total peace of mind.
