Yes, tigers are legal to collect with a valid Az G&F hunting permit...bag limit is 4 in possession...
The reason you never see these guys for sale is because the vast majority of their range in the US lies within Az borders, and Az prohibits the commercialization of its native wildlife...This applies to ANY animals that can be traced back to origins within Az (to include animals captured in Az and legally exported out of state). This even includes the progeny of captive bred animals, so long as the animals' lineage can be traced to Az...Legally, NO animal can be exported out of Az and sold at a later time...ditto for breeding animals caught in Az and exported..their progeny cannot be sold legally either...
But you can collect tigers and legally export them, so long as they are not sold, bartered, traded, etc...(and you are within bag limits).
