Wild injured painted turtle

I need some serious help. An eastern painted turtle roamed into my yard. Upon his arrival he was greeted by two curious Bulldogs. I am not sure if they hurt the turtle or if he was injured prior to there meeting, but he sustained quite an injury to his front arm, the muscle inside the shell and the bottom of his shell. I put him in a bucket of water with some rocks, lettuce...etc. I am not too sure what to do with him from this point on. I don't want to adopt it because I am not that fond of him....or any other reptiles for that matter!! But he is a living creature and I don't want to see him suffer, be in pain, or further more killed by my bulldog buddies or any other wild animal. I called my local animal control and they said to let him loose near mud or a pond. I don't live near any!! Does anyone have any suggestions????
