I'll go first. 
The Outerbanks kingsnake is a valid subspecies, as Lazell and Musick demonstrated in the following paper:
Lazell, J., and J. Musick. 1981. Status of the Outer Banks kingsnake, Lampropeltis getulus sticticeps. Herpetological Review 12(1): 7.
There has been a recent attempt to invalidate this subspecies, but it is unconvincing. Of course anyone is welcome to read both sides of the argument and decide for himself/herself.
