Hi,
To start, look at the substrate your HL occured on naturally. I would base my next actions off of that.
you probably don't want to use wood chips unless they're made of coconut bark. Even then, I would prefer to use a sand/peat or other garden soil with some coconut bark on top. This will make a relatively humid enclosure, so be careful when you give the HL water. Sparingly until you see the humidity drop. Add some rocks for it to bask on and maybe a log for it to hide under. Keep the temps around 85-90.
As to your ant issue, you need them. Plain and simple. There are ants around where you found your animal. Collect those and use them. You undoubtedly have a Short Horned Lizard, and to my understanding they are a bit more opportunistic in their diet. Moths and soft bodied insects will be good, as well as SMALL crickets and beetles.
