TAKE HIM TO A VET NOW. He is more than likely suffering from URI, Warm his enclosure up and keep it dry other than a small water dish. The white build up around the nose is calcium and other mineral deposits in your drinking water and posably your pool. They expel them through there nose similar to the way marine iguana expels the salt from the water. If he is already paralised in the rear end it is more than likly to late for him and he will eventually die, Your post was made on a Thursday, He should have gone to the vet for a check up that day. Use this as a learning experience, Always take newly collected reptiles to the vet ASAP and then again at then again at the first signs of a problem.
