Sandfish, five lined, western, and gilberts could all live in a tank of the dimensions you described, but could use something bigger if possible. Some smaller skinks(such as schneiders) will take prepared food, but do best on a diet of live invertebrates and the occasional pinky mouse. Schneiders skinks make excellent pets for the size you mentioned, but do best on live fooed, and it is quite entertaining to watch them attack insects from beneath the substrate.
