Animal hoarding? Maybe controversial?

I have a question that has always bothered me since I got into herping. How much is too much? I hear a lot about animal hoarding (in fact I have an old friend who is working through some cat issues) but usually it is of the warm blooded type.

Now I have met a ton of people with lots of herps each with various results. I know there are amazing people who spend time with each animal and give it the upmost care. I have also seen baby leos with literal mountains of poo. I doubt there is any hard and fast rules like there are for warm blooded animals (like around here you can't have more than 4 dogs or cats), but what are other people's thoughts on this? Should there be a set too much or how does one judge whether a person can handle more? Are breeders exempt?

Thanks for your thoughts, it is something that I have always wondered about how the community felt.

PS I posted here on geckos, since they are my preferred herp, but I can't imagine owning more than one or two in addition to what I have now, and only if we bought a bigger house.
