I had a baby razorback I bought last year that perished in three days time due to much the same symptoms you are describing. The one I had , I believe came with a severe respitory infection which bloated it and made it float, and a lack of vitamin A (deficiancy) I believe was the cause for the eyes being closed. This is of course my own speculation as I had not caught it in time and was not able to get it to a vet.
If I were you, I would get to a vet ASAP and in the mean time up the water temp and go buy either turtle eyewash containing vitamin A or a direct vitamin A turtle eye drop. Both these suggestions are only a quick bandaid, the turtle probably needs some antibiotics again just my guess as I am not a vet!!!!!!!
