Blue Racers and the law

I was recently informed by a native Ohio reptile dealer that Blue Racers (C. c. foxi) are illegal to possess and breed in Ohio. I live in California and am considering acquiring one or a pair of foxis. Does anyone know exactly how the laws of Ohio and elsewhere where foxis occur pertain to the out of state purchase of this subspecie? And also are Blue Racers now a scarce or endagered animal? I'd like to have one but don't want to hurt an endemic population. Carl
