ceacilians - how are they getting in?

One of the local aquarium centers recently had what is likely T. natans for sale. They had run out by the time I got there. I was really annoyed that they knew the animals had likely come out of Columbia illegally, but had no problem selling them. And of course we all know they were wild-caught. What can be done to stop this?
