Mud turtle shell problems

Four years ago, I bought my Florida yellow mud turtle (Sheila) at a local pet store. The saleswoman told me that her shell was shedding, and that the flaky surface was normal. However, this has never improved. I am slightly ashamed to say that I thought little of it until recently. She is otherwise very healthy, with a perfect appetite and is very active and basks regularly. It doesn't look like normal shedding, but is this nothing to be worried about? It looks nothing like shell rot, and it has never softened. Will anything improve her condition?
