The most obvious factor in the equation leaning in favor of sudden death is the fact that tree frogs are quite prone to environmental stress, and that type of an enclosure won't allow for many of the frogs natural tendencies to emerge as they will. It is usually concidered important to have a moist springy substrate for the frogs to fall on. The temperature difference between the water and the ambience could shock the frogs when they fall into the water, which could be a problem if it was recurrent.
