Mystery lizard in Oregon

I just saw two small lizards (or salamanders or newts, I don't know the difference). I saw them on a walkway in North-East Oregon a quarter of a mile from a river in forested area. I almost stepped on them but I put them into some ground cover off the path so they should be safe. They were about 3 inches long. Smooth, velvet-looking skin, no markings, bumps or stripes. Orangy (not bright, more creamy orange) underside and on the toes too. Wider triangular heads (not as narrow as some other lizards I have seen). Very slow and fragile looking, probably from being relatively cold. They didn't try to run and didn't seem scared. I searched online for pictures but I can't find anything that looks like these guys. Does anyone have any idea what they are?
