A friend of mine found a Nerodia erythrogaster out and about here in middle TN, about the same time you saw your little fasciatas.

Those babies are almost certainly last year's young emerging from hibernation. Young snakes of some species actually emerge earlier than adults, because they often don't hibernate as far below the surface, so they feel the warmth sooner. Of course, it's hard on them when that late freeze hits...
