"its saw dust but not so fine that its dusty but from like a saw blade and ofcourse i got a water dish i had bunch of lizards before but this is my first snake. i never had a heating pad before. when i touch it its not too hot and its only drawing 16 watts but a thermostat is that a heating pad with a regulator in it?"

Okay, first, make sure that sawdust isn't pine or cedar. I'd suggest you use aspen shavings or ground coconut husks from a petstore.

The thermostat I use is like an extension cord I plug my UTH into, then it has a dial on the cord where I can adjust the heat, so it doesn't overheat my snake. I bought it at Petsmart the same time I bought the UTH.

This link has a pretty good caresheet for kingsnakes.

I wouldn't recommend keeping him on sawdust any more than I'd recommend sand. It's too easy for the snake to accidentally ingest it and become impacted or develop breathing problems.
