Buying animals from out-of-state?

OK guys, I have a question concerning Ohio's laws, as I'm feeling a bit confused and surprised here.

Lots of people in Ohio have had animals shipped in from out-of-state, correct? Purchased from the Kingsnake classifieds and the like. Well, I just ran across a portion of the Ohio Administrative Code which says that all animals being "imported" into Ohio must have a certificate of health from a veterinarian, come with proof of their legality in their home state, etc. etc. I'm a little bit shocked, considering how often I figured animals were being shipped in.

Just a little bit nervous, as I've purchased animals from out-of-state breeders before and I'm feeling a bit worried that I'll end up with an ODNR rep at my door or something!!!
