Frilled dragons are not the friendliest of reptiles to own when you first get them. They do not tame anywhere near as quick as bearded dragons or iguanas, and even water dragons lighten up quicker. The process of getting the frilled used to you could take anywhere from a few months to a year. I know its a long time, but thats just one of the things to expect when owning one. Many owners that have had their pet for quiet a few years can barely ever get it to frill because they get so tame and used to you. Just handle it from time to time, maybe only a few times out of the week, and after a while you will notice the change.
Once it gets used to its environment and settles down, I would recommend to start then. Make sure that you do end up handling it often after a while though because if you dont it may never lighten up for you.
