OK so i posted your questions so i can remember them all when i try to answer...
1What is the best way to get water to the animal The best way to water is a VERY shallow dish of water and spraying the tank 2 times a day. once in the AM and once in the PM
2 can it be handled and how after These really cant be handled, If handled their tails might drop off, but if you are really careful and fast you may be able to gently hold it... its more of a vivarium look at pet...
3 can it eat veggies No, they eat gut loaded (pre-fed) SMALL AKA Pinhead crickets, fruit flies, some smaller other bugs like baby roaches and an occasional mealworm and all food items should be dusted with a vitamin/mineral powder twice a week.
4 any type of plant you can put in the tank that maybe it will eat or is used to in it natural enviroment Fake plants are easy to clean.. BUT if you want some live plants a pothos vine can be used. it grows fast and can be pinched off if it grows too much 
5 alternative foods besides the crickets Some breeders feed their breeding stock fruit puree baby food. But most anoles only know how to eat small crickets
6 what can she use to heat the tank You can put a heat lamp over 1/2 the tank.... it depends how big the tank is. a 10 gallon should be OK for 1 anole. so if you place the light over the plant for a kind of "sunning area" but make sure the other 1/2 of the tank is cooler.
