fed ex problem- has me confused

hello, i recently contacted fed ex to get some info on shipping live reptiles. they said i have to be certified which isn't a problem.

what is a problem is that they say you have to ship from a business to a business. i asked if i would be considered "legit" if i got a business license. i was told it had to be out of a comercially zoned building (ex-petshop) not out of a home based business.

this would mean that all the dealers that ship to individuals are technically breaking the law, right? a couple years ago that wouldn't have bothered me a bit. i'm trying to dop the "right" thing today.

i am just a hobbyist that would like to be able to ship some of my offspring legally. is there anyway around this?
