Trust me on this, mulch is not a good thing for most frogs. There have been MANY frogs to become impacted on it. The cocofiber is designed to pass easily if ingested, unlike mulch. I have seen many necropsy results showing the cause of death as impactio leading to the toxins building up inside the frog and causing it to die.

Pacs, pyxies, canes, etc can and have died on mulch due to blockage. Just because it "can" live on it does not make it right, nor does it eliminate the extra risk.
