Small Turtle set up question

I have been raising snakes for a few years with much success. Now my girl friend is wanting to get a turtle of her own, thinks they are cuter then snakes. At first she wanted a tortoise but the expense and size of the smallest is a bit much. With that in mind we have been looking at turtles, I'm making her do lot of research. At the moment we are looking at a Mud, Musk, or Southern Painted, she wants something that will stay small and "cute". The big question we are still looking at is tank set up. it appears she could have a musk in 20l or 30 for life or the painted in a 40. Is this reasonable or will they need bigger. I don't want it to be in to small a tank, but she wont have a lot of room. I've tanking care of turtles in a nature center for a summer and know they can be dirty so with that in mind what would be the best filter, I want it to be able to handle a turtle in at least a 40gal but wouldn't mind getting a little bigger if the turtle ended up needing to get moved in to a bigger tank. And which is better a submersible, or canister, I'm also looking at price. Things are sorta tight right now. She likes the turtle tanks we have seen at petco that have a cut out half way down the side for a hanging filter, do these work well. Sorry for all the questions I just want my girlfriend to know every thing before she makes a final choice so there are no surprises, and she can raise a healthy turtle.
