I assume you meant to ask if it's ok to "own blind salamanders" where "blind" is an adjective, not a verb. I sincerely hope you don't have plans to get salamanders with eyes and then jab them out...

Anyway, assuming that's not the case, I am not aware of any law that would prevent you from owning such salamanders though many blind salamander species are threatened or endangered in which case you may need federal or state permits to keep them. Any species that is not endangered should be ok but that's as much info as I can give you without knowing which state you live in.
