my Albino RES health problems....

ok his backround, about six months ago i was moving into my new house and while i was setting up my turtle tank (120 gal) i had him and my other res and painted in a plastic tub on the counter in my kitchen, my wifes dog (rat terrier) got up there and got ahold of demon my albino res and severly injured him ripping off most of his right side shell. i got him back to health and nursed his injurys for almost 2 months before i placed him back into the 120 gal. apon doing so my other turtles attacked him right off the bat. so i currently have him in a 45 gal( all i could afford at the moment) but he no longer swims, he has gotten extremly blotted and or fat, no shell deform just he looks to fat for his shell. and just yesterday i had him out feeding him and put him in the water and came back about 10 min later to see him upside down on the bottom of the tank. i got him out and he threw up alot of water for him little body.

is there anything i can do for him? he wont swim and quite frnkly i am afraid to let him swim after yesterday. i want to build him a new home with shallow water so he can get sme exsercise to try to loose some of that fat but i dont know how to properly build it. i am including a picture of him that shows his shell damage and his size. after his near drowning experience hw has little poped blood vessels all over him but he is active if i take him out of the tank and put him on the floor he will still follow me like he always has(with the dog penned off ofcourse)
