The picture didnt show up for me, so I cant see the exten of his injures. Does he still have any open wounds, or have they completely healed?

As far as him not swimming, I would try a shallow water setup in which he can reach the surface to breathe while still resting on the bottom. Also make sure to still provide a basking area and UVB lighting. About him being over weight, try cutting back on feeding him protiens. Offer more veggies and greens like romaine lettuce and aquatic plants like Anacharis. I would offer greens everyday, and pellets every other day. Maybe even every 3 days depending on his age.

I am currently in the US Navy, so unfortunetly I have sold off my collection of herps. But over the years have kept many different species of turtles, geckos, lizards, amphibs, and even fish. Looking forward to getting back in the hobby once im out though!
