Hi Maureen, geesh... I'm not sure why or what is causing the loss of his back legs / tail muscles, impaction of somekind?
Anyway I do have a suggestion as far as the prolapse until you get him to the vet. My Chewalla had a prolaspe a few years back and I was able to get it back in by doing , a couple things. I soaked him in cool sugar water, held him in my palm with back end submeged for about 20 minutes. THEN... patted dry and applied ky jelly all over back end and put a towel down in his tank so no sand / dirt or matter would get on him. I kind of squirted more KY jelly on a couple hours later this was about 11 pm and by morning he was normal.
I wish you the best and sure hope you can get this guy back to normal real quick let us now ----- PHEve / Eve
