As long as it gets your basking spot to the correct temps...

Is that a compact? I'm just not a fan of those since so many were found to either cause eye problems in reptiles or provide insufficient UVB output. That's just my opinion, your mileage may vary. I prefer the 15watt linear Repti-Sun lights.

Not necessary...igs need darkness for their photoperiod cycle. How about a CHE if you have a nighttime drop below 70 degrees? Otherwise, let the temps drop at night for a natural effect.
