1) frills often soak in the early morning, some frills dont even realize they have a water dish. if your frill has been home for about a month or longer, then its ok to take it out and give it a soak in the bathtub, maybe its just not usto doing this. use warm to touch water, never hot. or try moving water dish in key areas that your frill hangs out. maybe the water is to cool, try moving it near a light.
2) its a general rule of thumb. some reptiles have issues with MBD and as a result have a weaker "swallow" and may choak. healthy reptiles often can be fed items slightly larger then this area, but keep a close eye, if you notice no issue feeding something SLIGHTLY larger, you must use great caution doing thihs as it may cause choaking. for instance, roaches are often slightly wider then the mouth by nature of the nymph roaches shape of body, my frill chews it back and forth, takes a break, then continues chewing and swallows, if frill is not in optimal heath it may have issue swallowing as the muscles may be weak. thus this rule of thumb applies.
always use caution when feedingg any item larger, it is a risk. but if your frill is obiously having no issue, well i still say watch him, never risk it.
