I would keep the aquarium flat. Being a 2ft lizard, she really needs more room than a 3ft cage. You might want to consider upgrading pretty soon.

If you tilt it on the side, then the glass filters out the UV. Also, the mesh can catch little toes and cause fractures.

Having the 7% Uv for 12hrs sounds good. I'm not as familiar with the red bulbs. I like to use a white light that brings the basking site up to 100-105 and turns off after 12 hrs. Then the nightime temps drop to 78. I just feel like this gives a more natural cycle.
